Would you consider taking another look at this patch? It has always annoyed me that Nautilus takes some time till the drag is usable, and if this fixes the issue... besides, the patch seems to be small and focused on very little code.
One of the things that have bothered me about "linux" (basically, OSS desktops) is that DND has always seemed less responsive than on Windows or Mac. A fast DND nearly always fails.
