Currently it's in eel http://cvs.gnome.org/viewcvs/eel/eel/eel-background.c?rev=1.51&view=markup You can filter backgrounds for display there for example. But I suspect it's easier to change them in nautilus. But in old 2.2 days it was in http://cvs.gnome.org/viewcvs/nautilus/libnautilus-private/nautilus-directory-background.c?rev=1.89&only_with_tag=NAUTILUS_2_2_4&view=markup although even now some bits are there.
