Hi, currently nautilus scripts can only be installed in a per user basis, in
~/.gnome/nautilus-scripts ,
there's a request enhancement in
http://bugzilla.gnome.org/show_bug.cgi?id=68948 to provide a global nautilus
script directory, you could try to make a patch as the feature is easy at
first sight, I will try it myself when my nautilus-todo-list gets smaller.
