You could ask... you should ask... :-) However: MySQL AB changed the licence for the client libraries to GPL some time ago to try to ensure that anyone linking to them also had to release their code under the GPL. The driver should probably be GPL. If this is for a product you're shipping you might want to investigate further. If this is for your website it doesn't matter.
