If: ns_conn keepalive 1

ns_conn keepalive 1 forces keepalive, otherwise there are several factors that defined whether or not it will be used. ns_conn keepalive 0 clears that flag, so it works as normal. There is not third state to disable normal rules, may be it is time to introduce them.
