nstk is quite old and i have not updated in for a long time.
Can you describe what was not pleasant and what was terrible, i may work
on that to improve it.

Numbers 3 and 4 sound most appealing to me at this moment because

OACS and nstcl hasn't been touched in 2+ years. The downside to
Number 3 is that i need to import a bunch of things with OSSWEB that
are not related to the database, and I am hesitant about doing so.

You're using Postgres, right?
Correct. Thus far I've been trying to use nstk. It hasn't been
terrible, but it hasn't been pleasant either...
