We aren't become a RIPE member for now :). I didn't know that the fee include a 
/22 range by default. We only need a /22 range :)

If you have just become a RIPE member (which I infer from your statement
"clear the RIPE fees") you are entitled to one (1) /22 for free - it's
included in the RIPE fees.

You can request it via the LIR portal (https://lirportal.ripe.net).

If you need more than one /22, you need to buy it on the used market
- which is somewhat out of scope for this working group, but there's
a list of "RIPE NCC recognized brokers" on the website, which will help
you getting things done:
