The RIPE already makes extra steps when a request seems suspicious. As such, I don't see any reason to add anything else. If you want to "freeze" your resources, freeze them, don't annoy others. If you find a transfer to be suspicious, you can contact the RIPE and they will definitely study the problem. You need to understand that the RIPE is an international community. You can't just decide with your community to apply your rules on everyone.
