Tom,

Outside Plant is defined as copper that leaves the building.  In your case,
does your equipment include cable to an antenna on the roof, or does it stop at 
somebody elses "black box" before it goes to the outside world?

Even if your equipment is confined to the interior of the building, you may 
still be liable for the Intra-Building surges.  Exception is if both ends of 
the coaxial cable is grounded.
