This is simply a NEBS FYI regarding a new technical update posted by Verizon 
regarding the Exemption to testing intra-building lightning requirements in 
section 4.5.9 of GR-1089-CORE Issue 2 and 4.6.9 of GR-1089-CORE issue 3.  Per 
Verizon, they do not permit intra-building interfaces to utilize
shields grounds on both ends if the equipment may be installed in a C.O.  Thus 
this exemption is not permitted within Verizon.  Many vendors currently use 
this exemption to eliminate the need to test for lightning on interfaces such 
as 10/100 baseT Ethernet and Giga-bit Ethernet.
 
Verizon has still not accepted Issue 3, but it is still under review, however 
IF they do accept issue 3,  they will not allow manufacturers to exempt the 
test and state in the I&M's that the shield must be grounded at both ends.  The 
requirement in issue 2 is the same as issue 3 , however
documenting the grounding at both ends is not required as part of the lab 
evaluation for conformance.  Issue 3 simply requires (in addition to the issue 
2 requirements) that manufacturers are required to document that they must have 
both ends grounded if they use the exemption.
