For widgets that get promoted to SWT, there will be a variety of factors not just appearance. Widgets also won't just be taken as is and put in SWT. There will likely be a period during which the widget author works with the SWT team to add/remove/update parts of the widget to meet the expectation of SWT.
The SWT committers will ultimately decide since they are responsible for SWT.
Its also important to note that some widgets may never go into SWT and just exist in Nebula. Nothing wrong with that.

Hi,
The Nebula project is a great idea - in our RCP development
we have had to develop various extensions to the SWT widgets
and to have a directory of canonical implementations will be great.
Of course our experience is the same as everyone else's - so if Nebula
takes off there could be a multitude of date pickers, auto-complete
dropdowns, hyperlink widgets etc. to choose from.
But who chooses?
Will it be based on a beauty contest for each type of widget?
Or will committers extract the best from each submission to build a
more internally consistent set of widgets?
