Generally-speaking, yes. It might be better if the Eclipse project-specific stuff was separated out into a separate document. Really, all we need for a restructuring review is a description of what you want to change. e.g. the changed scope of the project and the creation of the incubator. It's enough to just say that you want an incubator and who you want to have as a committer on that project.
