OS X has StartUpItems the apache startupItem is unter
/System/Library/StartupItems/Apache
there is an shell script which is used to start apache
I also tried /usr/rc.common
but always

You can edit the /etc/init.d/httpd script for instance, and add :
export NEKOPATH=/usr/lib/neko
