Visual Source Safe is not part of the Visual Studio distribution. You must
purchase a copy of VSS for each user.
I've always installed VSS after VS, and it integrates with VS automatically.
I've never personally used VSS with more than 3 developers at a time; within
those constraints it's behaved fine in my experience on all sorts of VS
project types.
