Under Win32 you can use the SetThreadPriority API:

BOOL SetThreadPriority( HANDLE hThread, // handle to the thread
                         int nPriority // thread priority level
                         );




To set 2 threads to the same priority, simply call this function for each thread handle with the same priority level setting. You can check MSDN for the valid values.
