What I tend to do is write a test whenever I'm about to write some 
new code. "Too many tests" would suggest that I'm also writing too 
much code; I can see that this might happen, if I was not focusing 
enough on what needs to be done, and too much on the joy of doing any 
old thing as long as it was coding. That doesn't sound like a problem 
specific to TDD, more like a problem with who's doing it, i.e. me.
