AVE MARIA PROJECT SETS PRECEDENT FOR CONSERVATION 
Farm fields cover the landscape and wildlife still roves through old crops. The 
15,000 acres rest in the middle of nowhere along a two-lane road that 
eventually leads to the small farming village of Immokalee. This far-flung 
section of Collier County was never a place folks were anxious to live or 
businessmen were eager to venture. But now even government leaders and 
environmental advocates in Tallahassee and around the country are watching it 
closely. 
 
RESPONSE TO SEAS REPORT LEAVES OCEAN OF UNCERTAINTY 
Ocean advocates have been hoping for something bold, even advertising for a 
Teddy Roosevelt of the oceans � someone to protect America�s seas with the same 
vigor as Roosevelt did America�s lands 100 years ago. With President Bush�s 
response Friday to the U.S. Commission on Ocean Policy�s report, they�re not 
quite sure yet what they got.

Strangers stopped to marvel at her hustled shuffle. Burdened with bags, Molly 
Perez, 43, of Naples, had her Christmas shopping face on � determined yet 
chipper. With 12 people to buy for Saturday, she�d been at it since 8 a.m. It 
was four hours later. 
 
STATE AGENCY RAPS LEE FOR INSUFFICIENT PLANNING 
Lee County has one year from Monday to mend differences with the state�s 
Department of Community Affairs over planning and growth issues that focus 
mostly on traffic and land conversions in a large stretch of the county 
designated for low-intensity development. A DCA review of insufficiency was 
sent to county officials last month, and a final version of that draft should 
come out next week.

REPORT: NEEDIEST CHILDREN OFTEN GET LEAST-PREPARED TEACHERS 
The least-qualified teachers are more likely to be in classrooms with the 
poorest children in Florida, a newspaper reported after reviewing the test 
scores of nearly 100,000 teachers. Teachers have failed the test in every 
county, but a third of all teachers, teachers� aides and substitutes flunked 
the state�s basic skills test for teachers at least once.
