Hi all,
as far as I know Unix and Windows structures I would say the only way
would be to interfere with the keyboard driver. Even on Windows I
have never heard of any tool like that (except for tools used in
training environments, e.g. a tool which shows each trainee's screen
on the trainer's screen; but even this will use some very mean
Windows trick, I suppose).
The only chance you may have is to study Windows programming first;
then you can use JNI to call some C or C++ library interacting with
Windows in order to examine key strokes. Despite that I don't see any
chance.
Maybe on some Windows programming group you'll get some hints
regarding to your request, but in Java directly there seems to be no
way to do it.
