I can't help you with info on your specific location regarding the
skipjack herring.  However, I can relate some recent fishing
experience that might help.

I was fishing both above and below the dam at Lake Chickamauga in
Chattanooga, TN during Thanksgiving week.  The dam is multi-purpose
with turbines, spill, and lock.  The lake was spilling around 55K cfs.

Above the dam, I fished from the bank and landed 2 huge skipjacks in
the 2 to 3-lb. range.  They were landed on medium spinning tackle
with 8-lb. test line.  I was fishing near the turbine intake.  I used
1/8 oz. jigs with a pumpkinseed curly tail grub.  Retrieve was not
slow, but medium.  I observed several thrashing about the surface,
which led to casts in their direction and ultimately the fish.

I observed another angler fishing below the dam who was catching them
left and right.  He was fishing a small eddy along the bank, on the
straight chute below the dam.  He was being observed by a great blue
heron within a few yards of him.

Watch the herons along the bank, because they'll help put you on
these fish.  Also, the closer you can fish to a warwater discharge
near the generating station, the better.

By the way, these are a blast to catch.  Head shakes and drag-peeling
runs.  It's no wonder they're often referred to as Tennessee Tarpon.
