Please read up about unix permissions at an appropriate place. Yes chown is for access permissions and "graph.db" was just an example name.
You have to configure your neo4j server in conf/neo4j-server.properties to point to the correct directory containing your graph database store files. And that directory and all files and folders below it have to be readable and writable for the user running neo4j.
