So I had to open up all TCP ports WITHIN the security group.  Currently I
had to manually configure the neo4j config files.  Its a poor solution at
the moment.  I agree it defeats the point.  I would like to see the
neo4j-puppet project gain more steam (I couldn't get it to work).  However
the cloudformation got me most of the way.  Let me know if you have any
ideas on dynamically configuring HA Neo4j
