I don't think there is enough information here to answer your question of 
whether Neo4j is right for your project. What are you actually going to be 
querying the database?
As far as a performance evaluation, it is very context specific.   
I suggest you build a graph (with dummy or real data) and build some of the 
queries you intend to run and then performance test them to get a real 
sense of things.
