I am really naive when it comes to RCP, so I am probably not the best to 
offer my help here.

But just to describe my brief experience with the code: I could not get the 
main Neoclipse branch to compile and run correctly, mainly because of the 
issues that Anders has pointed out 
(https://github.com/neo4j-contrib/neoclipse/issues/62). But he has forked 
the code, and his fork actually compiles and runs without any serious 
issue. That the existing code does not work well with the existing 
databases may be partially due to the fact that most of us are currently 
using Neo4j versions newer than 2.0.0 Snapshot and our databases may 
potentially be incompatible with the outdated library that Neoclipse uses.

So, if you haven't already done this try to start from Anders' fork: 
https://github.com/nawroth/neoclipse
