As far as I understand, there isn't really a difference in terms of the product (i.e. binaries) between Personal/Startup/Enterprise - it's just the level of support (and obviously price) that differs. Whilst you might not officially qualify for the startup programme, you're an educational institution so they might give you a similar offer. I think they don't provide the price for Enterprise edition because it varies from company to company - for example they need to estimate how much time they'll need to spend to support it and adjust the price accordingly.
I'd contact Neo4j team directly through the subscription signup pages - they are a helpful bunch and tend to reply quickly to emails.
