You want to set these to the same value. 
wrapper.java.initmemory=8192
wrapper.java.maxmemory=8192

I would also change the neo4j.properties settings to something like:

neo4j.properties:
neostore.nodestore.db.mapped_memory=500M
neostore.relationshipstore.db.mapped_memory=1G
neostore.propertystore.db.mapped_memory=2G
neostore.propertystore.db.strings.mapped_memory=250M
neostore.propertystore.db.arrays.mapped_memory=0M

that should help.
