Yes, the off-heap memory is only finally collected when the JVM is shut down.

You can go down to 8kb (one page of page-cache of only one page) but you might 
then get a lot of page-faults.

What is the content of your small graphs? Do you construct that dynamically?

Could you alternatively clean it out and recreate the content?
