Not really sure what you mean. You can compose queries at runtime in your client and execute them in Neo4j.
For high performance updates you can consider batching updates, or running many small updates concurrently (which will be written optimally by the db). I think for your requirements I'd go with the neo4j-bolt-driver and use Cypher for the interaction with Neo4j.
