because of neon's frequent API breaking, someone at bugzilla.gentoo.org
suggested neon was meant to be copied into the application instead of
installed as library to be linked. For reference:

Now, I would like to use neon in a new application, and would like
to have confirmation on the above point. You can understand I don't
want to change my code as frequent as it looks I would have to do 
judging from the bug report(s), if I'd use it linked. OTOH, I'd have
no problem with including neon in my source, since I'm using the GPL2, 
as well.

So, which of the following do you think applies:
- neon will continue to break its API frequently, so inclusion is
sensible, at least for some time
- the API is fixed now, and will only change in exceptional circmstances
