I couldn't SEE the video before (only the picture).
 
Yup, it's definitely a horizontal grid.
 
Since the pinouts are different than the IN16, I wonder what the bottom  
side of the board looks like.

I don't see it, the ZM1172 (I did write 75 when I  actually meant 72)

But  I guess the tubes in the video are Japanese because of their
digita 8 on  top (most Japanese Nixie tubes have that) as opposed to
the classical  Mullar 6 on top with the ZM1172.
