That is what Ben Franklin and his band of Pirates did. They overthrew the Government of the day and set up their own country. got everyone to agree on a consitution that let them print their own money. If course there descendents got upset when the Southern states decided to try the same thing.. :)
As far as deficts go, we see the same thing here in Canada. The Conservative party runs up a huge deficit, then they got voted out and the Liberal Party comes in and Balances the books. Funny the same thing happens in the US. The republicans who seem to be the far right party get in, and run up the deficit, then the democrats who would be seen as Moderate right wing here come in a clean it up. Clinton for example balanced the ragain Deficit.
these days we have the spendthrift conservatives in power and it look like it will be a while until the liberals get back. Last election they did not want to make a deal with the Socialists (NDP)
