I've used the Microchip ICD-2 with a breadboarded project with excellent results. I've also used the bootloader method however I had some trouble with the software on the PC side. In my projects I always put in the support for leaving the ICD connected all the time. That saves time and hassle with constantly connecting and disconnecting the ICD.
For hobbyist like the the MPLAB stuff is just terrific. I've learned a lot spending many pleasant hours playing with the PIC parts.
