Well it was coming soon when that video was posted in 2008! I did indeed make a run of them which pretty much sold out a year later. Definitely doable, but the two issues to think about are physical bulk and power requirements. By extrapolation from the one digit clock, your 4 digit version with IN-9 tubes would be about a metre wide, weigh over 6 kilos and consume about 5A at 12V...
