Yes there is.
On top right, click on Customer Support
In the search, type in "report shill bidder"
Then click on link "What is shill bidding?'
 
An explanation comes up with a link to "report it"
 
it makes you log into your account again.
 
Then you get to report.
Drop down box - select - Fraudulent Listing .....
Next drop down - select - seller is using other accounts to inflate the  
price....
 
then you have to select the item number you are reporting and  explain.
 
RE: snipe.....
Also, I use Auction Sentry for sniping bids for the same reason.  Been  
using it for nearly 10 years now.  Love it.

not to engage any other birders until the final  seconds
