Nothing has changed. The link is broken, but as I recall, the proposal is
just that, a proposal, and has not been implemented. I also recall that the
proposal essentially loosened up the short term frequency drift
requirements, and did not change long term accuracy requirements, meaning
even if it goes into effect, you'll see more drift during the day but little
to no change in accuracy week to week.
