If people are interested in something similar, but with no ICs
(transistors and diodes only), take a look at the Kabtronics Nixie
clock kit: http://www.kabtronics.com

That site also has LED display clocks ranging from transistors-only
through microcontroller-based. He is working on a relay logic version
(click the "In the lab" link on the home page). After that, there's a
version with a dedicated clock chip in the works (which is the logical
end of evolution - basically just a power supply, clock chip, and
display LED's).

Like the OP, I'm just a customer - no other affiliation.
