If you feel it ok to use some 3rd party PIC dev kit, you may
have a look at ebay, there are some good chinese PIC dev kits that come with 
lots of things: rtc chip, serial eeprom, lots of leds, buzzer, lcd,...

This is the dev kit that I'm using for my developments. All the pic signals are 
available on the side connectors which is quite handy for using a breadboard.

Only downside I've found until now: there is a small error in the flags names 
for some pics in the programmer software. If you define the flags in your 
assembly source, it don't really matters.

I ordered it to Belgium so it should not be a problem for Germany.
