Is the Pickit 3 actually an improvement on the Pickit 2?

That really depends on whom you ask ;-)

But seriously, at the moment, PicKit 2 has fewer bugs and can still be used for almost all MircoChip controllers. Additionally, not all the PicKit 2 features are implemented into the PicKit 3 firmware yet.

The reason I chose the PicKit 3 is that undoubtedly PicKit 2 will become obsolete at some time, and then all MicroChip support will be offered for PicKit 3. I mainly use the PIC16F627A, and this controller can be programmed by both of the kits since the controller is not that new ;-)
