Hi Shane! TTLs don't need current limiting of any kind in their power supply pins or inputs, exception made when you are forcing a "1" in one of the pins, and that only for very specific situations. They are usually quite current-hungry. The 74141 has an Icc of 25mA so with that resistor it is impossible for it to work properly. Remove or short that resistor and try again.
