a good idea, but the problem is the dimensions. Legally, everything
smaller than 2mm (in any direction) counts as an "open" device. Since
these small Hg givers are very small, they are considered as open
devices, and thus I am not allowed to use them. It is very frustrating...

Personally I think that the whole mercury craziness is plain stupid.
But well, people were made to believe that some plants are evil.
What if you tried to do it as The Ancient Nixie Makers would do: Use a
tiny mercury giver tube. Maybe it would be possible to find them in
the 'former USSR'? Or order them from a company dealing with mercury?
Then you have mercury, but it is safely packed (much safer than in a
CFL bulb!).
