Oops ! I just took a closer look at the circuit. Q2 is tied to CTL
(5), not RST (4), in this circuit. Most 555 circuits, I've seen,
diddle the RST, and I just "assumed". You know what happens when you
do that. Its out, so might as well try it out and see what happens.

If the results aren't satisfactory, and/or something gets hot, then
undo it. Break the +9V connection from RST, and reconnect it to +9V,
thru a 10K resistor. Tie the collector of an added NPN (similar, or
same as Q2, 2N2222, 2N3904, MPSA05 okay). Tie that NPN to gnd. Tie
another 10K to its base, and the other side of that resistor goes to
your Arduino IO bit.
