Assuming you can get a 1Hz reference from the chip, a frequency counter in 
period mode will measure
to typically 0.01ppm  (~0.3s/year) with a 10 second gate time. 

For your absolute time reference, you can pick up ex-cellular basestation 
rubidium reference
moudules on ebay very cheaply, which will give at least a similar level of 
accuracy.
