Other similar ICs (SG3844, TA8718, etc.) are also obsolete.

It's just a 4-wire serial interface but at VFD voltages. I would use a 
microcontroller and four level shifters to drive the display.  Even if it's a 
dot matrix display, you can fit a 128-character ASCII bitmap in 1kB or so, and 
there are plenty of micros that have enough flash ROM storage for this.

For the level shifters, you can use dedicated chips like TD62763 or build your 
own with transistors.
