As someone who has seen hundreds of IN4s from different lots, I think you are the best person to know if you can expect this discrepancy. As you seem to infer that you have not observed it before I conclude that you are probably looking at a maverick bunch, welded by Olga from the Volga after she's overdone the stolly a bit.
