Maybe use little neon thyratrons in a ring counter, then the indicators would 
be the counting elements as well.

Agreed.  However, you've given me a truly awful idea - put the etched disc in 
front of a 3JP12 CRT, and steer the CRT spot around to
illuminate different digits.  The P12 phosphor would give it a lovely orange 
glow.
