It won't damage the VFD or anything, but it slows down the electrons, so you could get ghosting while multiplexing. I'm guessing the numbers in the datasheet are to produce the rated brightness. Since you don't want the rated brightness, I'm guessing you're fine with multiplexing it with reduced voltage.
