Could it be done by a transport company like DHL, Schenker or other? At
least in Sweden you can prepay transport by these companies.
Else send a few dollarbills to your friend. You could check the return
postage on US Mail's website, and sneak in the green paper (textile
actually) bills between some pages in the book.

I want to have a book signed by a friend who lives in CA, USA. I want to
send him the book, no problem, but I do not want him to pay the re-ship
to Germany after he signed it.
Is there any way I can include a re-ship from the US to Germany, i.e.
buy a readily filled out and paid-for address label etc. online? Any
