I got out around the same time; 1984.

The facility is located at the top end of Redondo Beach, and most of it is 
inside the city limits:

The swapmeet use to be in the M5 parking lot, many decades ago. Now, its at 
the main facility, just above the public park. They probably intend to wall 
off both sections. They just can't fence it off, or erect a wall. They'll 
have remove a lot of trees, and do some major landscape work. Plus that 
park, and performing art center, have no clear demarcation, from the 
facility. To wall it off, they'll have to sacrifice parking, in order to 
still provide access to the public area. They may even have to tear down a 
building or two.
