This is wrong on many levels. I wouldn't be surprised if the interior was a 
half-wave rectifier and a capacitor. 
How do you even limit the current? It says "IN-12 IN-18", yet there is no 
resistor outside while IN-18 requires twice the current. I think it is just 
fixed with a resistor inside to provide 2,5mA at 130V.
Not even Chinese would come up with so bad invention.
