if shipping outside the EU, the rules in most countries rebate the VAT. BUT the distributor is question is part of a wider international chain and so they are probably only set up to ship from the UK to the UK.
the delay quoted may well come from an estimate of teh time to ship from the UK to their HQ, and reship to the customer.
