You would tie the decimal point to a positive supply (like the other 
segments) thru a larger resistor. I would start with a resistor value 10x 
higher than the series resistor on the segments.
To prevent wearout, use the lowest current that gives acceptable 
illumination.

I didn't see anything in the IV-22 datasheet specific to the decimal-point 
current, but based on surface-area it should be proportionately lower than 
the segment current.
